About this Webinar

This event will discuss the integration of the gender perspective in fiscal policy and administration and how different international organizations are addressing the issue.  The following topics are included: 

i. An overview of how taxes can potentially influence gender equality.  

ii. How and to what extent gender should be considered in the design of tax policy and tax administration. 

iii. Examples from different regions in the inclusion of a gender perspective in the design of tax policy and tax administration.

As the Gender and Diversity Focal Point for the Fiscal Management Division, she oversees gender mainstreaming in fiscal projects and has supported several countries in developing women in public procurement programs. She has led high-profile events and knowledge products promoting cutting-edge trends in this field.

Michelle Harding
OECD

Senior economist and Head of the Tax Data and Statistical Analysis Unit at the OECD’s Centre for Tax Policy and Administration. She leads the OECD’s work on tax policy for virtual currencies and oversees the Global Revenue Statistics Initiative. Michelle has co-authored reports on environmental taxation, carbon pricing, and SME taxation. Before joining the OECD, she worked at the New Zealand Treasury, contributing to the 2010 tax system overhaul. Michelle holds degrees in law and economics from the University of Waikato and Victoria University of Wellington and is a barrister and solicitor in New Zealand.

Lead Sector Specialist in tax administration at the Inter-American Development Bank (IADB). She focuses on modernizing tax administration in Latin America and the Caribbean through capacity building and digitalization. Mónica authored the book Gestão Tributaria: uma abordagem multidisciplinar, offering a holistic view of taxation in business operations. She has worked for the Brazilian Government and the IMF and holds a PhD in Accounting from Sao Paulo University and a B.A. in Economics.

Deputy Director and Senior Adviser on Gender in the Strategy, Policy, and Review Department of the International Monetary Fund (IMF). Since 2002, he has worked on advanced economies, including the euro area, and emerging markets like Brazil, China, Hungary, and Indonesia. Goyal has been Mission Chief for Greece and led initiatives on the euro area banking union, financial interconnectedness, spillover reports, international monetary system reforms, and strengthening the global financial safety net.

She holds a master’s degree in Gender and Development from Universidad Complutense de Madrid and is a PhD candidate in International Economics and Development. Raquel began her career in 2001 at UNIFEM's Andean Region office in Quito, focusing on Economic and Social Rights. Since 2005, she has been the regional coordinator for UNIFEM's Gender Responsive Budget Programme in Latin America and has worked with ACSUR Las Segovias and academic organizations like FLACSO Mexico and Ecuador.

Radics has served as a Lead Specialist and worked in country offices including Uruguay, Paraguay, and Peru, as well as the Office of Monitoring and Evaluation. In Argentina, he coordinated the "Cristal" fiscal transparency program and the Electronic Government initiative. He holds an Economics degree from Universidad de San Andrés, a Master in Public Policy from Harvard, and a PhD in Public Policy from the University of Maryland.

Senior Economist in the IMF’s Fiscal Affairs Department (FAD). where one of her main responsibilities has been the International Survey on Revenue Administration (ISORA).  Prior to joining the IMF, Elizabeth was with the South African Revenue Service. Elizabeth holds a Ph.D. in Physics from the University of Cape Town.

Manager of the Institutions for Development Sector at the Inter-American Development Bank. Previously led Brazil’s National Statistical Agency (2019-2021), modernizing it and transitioning to remote work during COVID-19. She launched key surveys to guide policy during the pandemic. Formerly an economist at the World Bank, focusing on public sector reforms in Asia, Africa, and Latin America. Dr. Cordeiro Guerra holds a Ph.D. from MIT, a master’s from Harvard Kennedy School, and a BA from Harvard University.

With a degree in Pedagogy and studies in Law from the National Autonomous University of Mexico, he provides international tax training and technical assistance in human resources to member countries' tax administrations. Since 1998, he has led numerous assistance missions across Latin America and held various leadership roles in human capital development at Mexico's SAT, collaborating with the Ministry of the Interior on subnational government functions since 1991.

She holds an MBA and a BS in Finance and Economics from the University of Maryland.

She worked as a tax policy analyst at the OECD, contributing to the Global Forum on Transparency and Exchange of Information for tax purposes. Additionally, she worked as a political adviser on tax issues for the Committee on Economic and Monetary Affairs (ECON) at the European Parliament, specializing in international financial cooperation.

Before joining the IMF, Dr. Kolovich conducted program evaluations for the U.S. Department of Labor and worked as a consultant for the World Bank and Inter-American Development Bank.
