Why this course
New technologies are evolving so fast that regulators struggle to keep pace: the insufficiency of current regulatory instruments is as evident as the need for effective rules in a world in constant flux. Future decision-makers need to master a new toolkit to foster more agile, adaptive regulation in times of constant disruption and increasingly frequent emergencies.
By taking this course, you can learn how regulators are coping with the interplay between regulation and innovation, and how new regulatory tools are being designed and implemented around the world. You will also learn what it takes to become a policy leader in your field, and understand the use of instruments such as regulatory sandboxes, the use of big data in regulation, rules for digital platforms and emerging approaches to market liberalization. You will also discuss several case studies from different regulated sectors, which will help you at once explore existing experiences around the world, and debate important legal, policy and ethical concerns with a group of peers. The course is an interactive learning journey, mixing personalized training according to your domain of professional expertise with inter-disciplinary, collaborative learning with your peers and colleagues, and live, interactive sessions with the course instructor.
This course is a result of the collaboration between Inter-American Development Bank and European University Institute (EUI) teams.
Course goals
On successful completion of this seminar, you will be able to:
- Express key technological developments and the related issues that affect policymakers and regulators in a wide variety of policy domains.
- Recognize limitations of traditional policy and regulatory approaches along with benefits of agile approaches during digital transformation.
- Describe approaches to developing policy frameworks for emerging technologies in a variety of international contexts.
- Implement innovative regulatory tools, such as foresight and anticipatory regulation, experimental regulation, and RegTech.
- Debate the benefits and risks of deploying emerging technologies in support of regulation.
- Select appropriate emerging tools and practices that suit the technology context and issue.

- Summarize the public policy cycle and what occurs during each step
- Compare regulatory policy instruments and locate them along the policy cycle
- Identify and describe the main methods used to evaluate public policy

- Elaborate on intersections between regulation and digital transformation, including key issues and risks associated with emerging technologies.
- Discuss the impact of regulation on innovation, including main regulatory approaches to risk and precaution.
- Compare traditional regulation to adaptive and anticipatory regulation.
- Describe alternatives to traditional regulation, including self-regulation and co-regulation, and performance- or outcome-based regulation.
- Define directionality and explain how regulation can promote socially-relevant innovation.
- Explain the key features of emerging digital technologies, and the challenges they present to policymakers.
- Discuss how horizon scanning can be used to address policy needs.
- Give examples of experimental regulation and the shared characteristics of regulatory sandboxes.
- Summarize how technical protocols and standards can be used to address gaps in regulating online services.

- Certificado de aprobación en el curso: si ha cumplido con las condiciones de participación del curso, logrando un puntaje total igual o mayor a 65 y menor a 90 puntos
- Certificado de aprobación, con destaque de excelencia: si ha cumplido con las condiciones de participación del curso, logrando un puntaje igual o mayor a 90 puntos
- Los participantes que no hayan alcanzado un puntaje mínimo de 65 puntos, no son acreedores a ningún certificado. De acuerdo con lo establecido en los cursos virtuales, los certificados del INDES son en formato digital y se colocan en el aula virtual para que el mismo participante, si desea el documento físico, pueda imprimirlo a colores y en cartulina. En este caso el certificado que imprima es el documento original, que ha sido remitido por el INDES en formato electrónico. Cada certificado cuenta con un código de verificación, por si necesitara comprobar la validez del mismo.
Si ha participado en dicha sesión, su nombre, imagen y audio pueden formar parte de esta grabación. Estas grabaciones se subirán a YouTube como "No listadas" (no se pueden buscar y no formarán parte de ninguna lista de reproducción).
Está prohibido descargar estos videos y/o compartir sus enlaces.
Un año después del final del curso, estos videos se cambiarán a "Privados" (nadie puede acceder a ellos).

- Política de Transferencia/crédito para participantes: Si por algún motivo especial un(a) participante pide ser transferido(a) a la próxima edición del curso por circunstancias fuera de su control (ej. razones de salud, problemas familiares), el/la coordinador(a) del curso tomará la decisión de si el/la participante puede ser transferido(a). Es importante notar que la transferencia de participantes se reserva exclusivamente para personas que están pasando por situaciones inesperadas que impiden su participación en el curso. Este privilegio puede ser utilizado sólo una vez. Dependiendo del curso, una diferencia en el costo de la futura edición a la cual el/la participante ha sido transferido(a) puede aplicar. Sólo el coordinador del curso podrá ofrecer dicha transferencia la cual tendrá que ser aplicada en el plazo de un año.
