This webinar will present best practices for promoting the participation of indigenous peoples in public procurement, with examples from the United States and Canada. 

The event aims to raise awareness and motivate public officials in the Latin American and Caribbean region to adopt similar programs.

Caroline Leclerc

Caroline Leclerc is a graduate of the University of Ottawa’s École de Droit civil. She joined the Canadian federal public service in 1995 and has held several senior positions in Global Affairs Canada, including Director General of Strategic Planning, Head of Development Evaluation, and Director General of Food Security and Environment. In 2022, she became Canada’s Executive Director at the Inter-American Development Bank, with a focus on innovation, development finance, climate change, environmental protection, and equality.

University of Edinburgh

Social anthropologist from the University of Chile. He holds an MSc in Human Rights from the London School of Economics and is currently a PhD (c) researcher in Politics at the University of Edinburgh, UK. He has conducted extensive research on the sociocultural impacts of infrastructure and industrial projects on Indigenous communities and Indigenous policy analysis in Chile.

Leslie Harper is a Sector Specialist in the Fiscal Management Division at the Inter-American Development Bank (IDB) in the Dominican Republic. Previously, he coordinated the project portfolio for the Fiscal Management Division and served as an operations advisor in the Institutions for Development Department. He was also a research fellow in the IDB's Evaluation and Oversight Office. Harper has published works on results-based budgeting and monitoring systems in Latin America. He holds a degree and a Master's in Sociology and a Ph.D. in Public Administration.

Agustín Encina Pérez
Public Procurement of Paraguay

National Director of Public Procurement in Paraguay. He is a Paraguayan lawyer, notary public, and holds a Doctorate in Legal Sciences from the University of Asunción. He completed postgraduate studies in Criminal Law at the University of Buenos Aires, Spain’s University of Salamanca, and holds diplomas in Criminal Sciences and Sports Law. He is also an active panelist and speaker.

Claudia Piras is a Lead Economist in the Gender and Diversity Division at the Inter-American Development Bank. She leads programs focused on gender equality and women's economic empowerment, drawing on over 20 years of experience in research and public policy. Prior to joining the IDB, she directed the Research Department of Venezuela's competitiveness agency and taught microeconomics at Venezuelan universities. She holds a master's degree in Economic Policy Management from Columbia University and an MBA from IESA, Venezuela.

Colombia Compra Eficiente

Director of Colombia Compra Eficiente. Originally from Barranquilla, he is a recognized political scientist focused on peace and integration. He specializes in strategic planning for organizational growth and sustainability as a business advisor and consultant. In the public sector, he has held key roles in the Secretariat of Social Integration and the Popular Housing Fund, leading social strategies in housing projects. He also has experience as a former mayor of Bolívar City.

Axel Radics is the Acting Chief of the Fiscal Management Division at the Inter-American Development Bank. He previously worked as a Specialist in Uruguay, Paraguay, and Peru, and in the Office of Monitoring and Evaluation. In the Argentine government, he coordinated the "Cristal" fiscal transparency program and the Electronic Government initiative. Axel holds a degree in Economics from Universidad de San Andrés, an MPP from Harvard, and a Ph.D. in Public Policy from the University of Maryland, College Park.

Has over 25 years of experience in the federal public service and was appointed Deputy Minister of Public Services and Procurement on November 2, 2023. Previously, she served as Associate Deputy Minister starting in August 2021. Ms. Reza oversees essential government services at Public Services and Procurement Canada (PSPC) and was the senior official responsible for federal procurement, managing 1,400 employees. She holds a bachelor’s degree in psychology from Carleton University and completed the Advancing Women in Leadership Program at Sprott School of Business.
