This webinar provides an overview of cutting-edge trends in gender budgeting, identifying lessons learned and best practices.  It includes speakers from UN Women, IMF, OECD and the country case studies of Austria, Argentina, and Paraguay.

Economist and member of the GEM-IWG Network. She holds a master’s in Gender and Development and is a PhD candidate in International Economics. Since 2005, she has been the regional coordinator for UNIFEM’s Gender Responsive Budget Programme in Latin America. She has also collaborated with organizations like ACSUR Las Segovias and FLACSO Mexico and Ecuador.

An international development professional with over 20 years of experience in Latin America and the Caribbean, specializing in public procurement reform and modernization. As the Gender and Diversity Focal Point for the Fiscal Management Division, she oversees gender mainstreaming in fiscal projects and has supported several countries in developing women in public procurement programs. She has led high-profile events and knowledge products promoting cutting-edge trends in this field.

Ministry of Economy of Argentina

Director of the Budget Evaluation Department at Argentina’s National Budget Office, where he leads initiatives to improve performance-based budgeting and monitoring. He is also the Executive Secretary of the Committee for the Promotion of Performance-Based Budgeting in Argentina. Valentino holds a Public Accounting degree and an MBA from the University of Buenos Aires, and he teaches economics, administration, and public management at both undergraduate and graduate levels. He is a frequent speaker on budget evaluation and public policy monitoring.

Senior Economist at the IMF’s Fiscal Affairs Department, specializing in Public Financial Management and Gender Budgeting. She previously worked at Spain’s Ministry of Economy and Finance, focusing on fiscal reforms. At the IMF, she provides capacity development and contributes to research on Gender Budgeting, including studies in G7 and G20 countries. She is known for her expertise in fiscal policy and gender-focused financial reforms.

Katherine Baer

Assistant Director in the IMF’s Fiscal Affairs Department, bringing 34 years of experience in tax administration. She manages the division that provides technical assistance in tax and customs to over 80 countries in the Western Hemisphere and Sub-Saharan Africa. Throughout her career, she has led tax reforms in Africa, Asia, Europe, and Latin America. Ms. Baer has also worked at the World Bank, U.S. Treasury, and Mexican Tax Administration. She holds a Ph.D. from Cornell University and has published extensively on tax administration and policy reform.

Senior Budget Expert at the Austrian Parliamentary Budget Office. Previously, he was a Senior Economist in the IMF’s Fiscal Affairs Department, focusing on public financial management and fiscal policy analysis. With extensive experience in budgetary oversight and fiscal reforms, he has worked on projects to enhance transparency and efficiency in public finance. His expertise in national and international fiscal policies makes him a recognized authority in budgetary matters and fiscal governance.

Radics has served as a Lead Specialist and worked in country offices including Uruguay, Paraguay, and Peru, as well as the Office of Monitoring and Evaluation. In Argentina, he coordinated the "Cristal" fiscal transparency program and the Electronic Government initiative. He holds an Economics degree from Universidad de San Andrés, a Master in Public Policy from Harvard, and a PhD in Public Policy from the University of Maryland.

Manager of the Institutions for Development Sector at the Inter-American Development Bank. Previously, she led Brazil's National Statistical Agency (2019-2021), modernizing it and transitioning to remote work during the COVID-19 pandemic, while launching key surveys to inform policymaking. Before that, she was an economist at the World Bank, focusing on public sector reforms across Asia, Africa, and Latin America. Dr. Cordeiro Guerra holds a Ph.D. from MIT, a master’s from Harvard Kennedy School, and a BA from Harvard University.

Leads the gender budgeting initiative at the OECD's Public Management and Budgeting Division and manages the OECD Network on Gender Budgeting. She also works on parliamentary oversight and performance budgeting. With a master’s in applied economics from the University of Strathclyde, she began her career in Scotland's economic development agency and later contributed to establishing the Financial Scrutiny Unit in the Scottish Parliament. Nicol is known for her expertise in fiscal policy and gender budgeting.

With extensive experience in public finance, Recalde has contributed to strengthening Paraguay’s institutional capacities in public administration and fiscal management, advancing the country’s financial governance framework.
