The OER "Masterclass on the development and implementation of sustainable taxonomies. Cases of Colombia and Mexico" is a training and information resource produced by the Regional Climate Change Platform of Economy and Finance Ministries of Latin America and the Caribbean (an initiative whose Technical Secretariat is provided by the IDB), in collaboration with the Ministry of Finance and Public Credit of Colombia, the Financial Superintendency of Colombia and the Ministry of Finance and Public Credit of Mexico.

This resource contains explanatory videos divided into seven thematic modules, as well as suggested links, downloadable presentations and a glossary of frequently asked questions. These materials seek to strengthen institutional capacities in the countries of the region for the design, structuring and implementation of taxonomies, as part of the standardization tools that promote the development of market infrastructure and resource mobilization towards sustainable financing.

AUDIENCE OF THE COURSE

The learning materials will be useful for public sector officials working on climate change, sustainability, financial markets, sustainable finance, and fiscal and economic management, as well as private sector and civil society professionals interested in learning more about the development and implementation of sustainable taxonomies.

Module 1: Introduction - Building Sustainable Taxonomies

  • What is and what is not a Sustainable Finance Taxonomy?   
  • When is a taxonomy green and when is it sustainable?   
  • What should countries consider when initiating a green or sustainable taxonomy development process?   
  • What has been the IDB's support for sustainable taxonomies?

Module 2: Context and Institutional Framework for the Development of a Local Taxonomy

CASES OF COLOMBIA AND MEXICO 

  • What is the international and national background and context in which the Taxonomy was developed? 
  • What public policy decisions were considered in defining the Green or Sustainable Taxonomy? 
  • What are the principles that guided the development of the Taxonomy? 
  • What is the legal or organizational framework to which the instrument is aligned? 
  • What are the objectives of Taxonomy? 
  • What are the applications and users of the Taxonomy? 
  • What are the lessons learned in the identification of the institutional framework? 

Module 3: Designing the Conceptual and Methodological Framework of a Local Taxonomy
