SOBRE ESTE CURSO

The KRIHS-IDB Urban  Development  Academy - Edition 1, is organized by the Housing and Urban Development Division (HUD) of the Inter-American Development Bank (IDB), in collaboration with the Korea Research Institute of Human Settlements (KRIHS). The IDB and KRIHS have developed in recent years, 5 editions of KIUDA in face-to-face format. In these editions, Latin American officials were invited to Korea to familiarize themselves with the Korean experience with the objective of applying the knowledge and lessons learned in their countries to address the main challenges of urbanization and housing. In 2021, the sixth edition of KIUDA was  held  in  virtual  format through  the  IDB  learning  platform.  The seventh edition will again be developed as an online course, taking into account the lessons learned from the previous edition.

This edition of KIUDA is intended to strengthen the technical and operational capacity of entities and public agencies as well as public officials and middle managers that implement and/or oversee policies, programs and projects related to urban development and land management in the national and subnational governments in LAC. KIUDA has selected participants capable of having an impact in their territories and expects that, at the end of the course, they will present a collaborative intervention proposal based on the specific needs of their contexts on housing policies, smart cities, land management, spatial data systems, or other topics learned in the course.  

Learning objectives
  1. Identify the urban challenges (at the national or subnational level) that can be addressed in a collaborative framework with the IDB and KHRIS.
  2.  Identify how land readjustment policies and joint redevelopment schemes can be used to solve land concentration problems.
  3. Based on what has been learned, develop a project proposal that integrates an analysis of local needs and possible solutions to be implemented, taking into account the support that the IDB and KRIHS could provide.

Module 1. Going back in time: the history of land readjustment in Korea

A. Recognize the relationship between economic development and urbanization in Korea. 

B. Identify the characteristics of cities and their contribution to the quality of life of citizens. 

C. Recognize the main challenges cities face to improve the quality of life of its inhabitants. 

D. Identify the characteristics of the land readjustment (LR) scheme, highlighting its advantages, disadvantages, and application cases. 

E. Recognize the achievements and criticisms of LR schemes and the institutional support they require. 

F. Distinguish the main political implications of LR.

Module 2. Processes to promote transit-oriented urban development

A. Identify the three main transit-oriented development (TOD) schemes. 

B. Recognize the background and main characteristics of TOD. 

C. Recognize development milestones of TOD.

D. Relate the implementation of TOD with sustainable development in urbanization and transportation. 

E. Distinguish the phases of TOD implementation process in Korea. 

F. Recognize recent TOD policies in Korea. 

G. Relate the positive effects on accessibility, economic development and quality of life with the implementation of TOD. 

H. Distinguish the implications and lessons learned from the implementation of TOD

Module 3. Processes to promote urban renewal

A. Identify the background that originated urban renewal policies in Korea.

B. Recognize the applications of urban renewal policies in Korea.

 C. Distinguish the stages of the implementation process of the New Town Projects.

D. Compare the urban renewal methods and projects implemented in Korea.

 E. Recognize the benefits and challenges of the implementation of the New Town projects.

Module 4. Land readjustment and transit-oriented development (TOD) mechanisms in Latin America and the Caribbean

A. Distinguish the implications of land readjustment in urban renewal contexts.

 B. Compare the experiences of land readjustment application in Latin America. 

C. Distinguish the findings from the implementation of land readjustment in Latin America. 

D. Recognize how and when to implement TOD. 

E. Recognize TOD feasibility axes.

 F. Identify how the IDB can support TOD implementation in Latin America and the Caribbean
