SOBRE ESTE CURSO

This OER provides tools to develop and strengthen contingency plans for customs and border agencies in the event of natural disasters. It also reviews the main responsibilities of the actors involved in emergency response from a proactive, preventive, and coordinated approach. Additionally, it addresses international conventions and agreements for border management, which can support the consolidation of a national legal framework. This aims to prevent disruptions and interruptions in the flow of goods and people and to streamline humanitarian aid operations.

This program targets public and private sector officials and international organizations working on customs, border agencies, humanitarian aid, and related fields.

COSTOS Y REEMBOLSOS

Free. The Inter-American Institute for Economic and Social Development (INDES) of the Inter-American Development Bank (IDB) aims to strengthen the knowledge and skills of strategic audiences in Latin America and the Caribbean to promote economic and social development. Therefore, the registration fee for this course is fully subsidized by the IDB.

ESTRUCTURA DEL CURSO

Module 1. Conceptual Foundations for Managing Natural Disasters, Catastrophes and Emergencies

In this module, you will:

  1. Recognize the impact of disasters on customs and border management to effectively respond to natural disasters, catastrophes, or emergencies.
  2. Understand the consequences of lacking a contingency plan, including disruptions in border operations and negative impacts on supply chains and trade.
  3. Identify the key actors involved and the importance of proactive and efficient coordination among them during natural disasters, catastrophes, or emergencies.

Module 2. Regional and International Tools and Instruments for Emergency or Natural Disaster Management

In this module, you will:

  1. Learn about international and regional tools that facilitate humanitarian assistance operations.
  2. Identify key national components for an efficient and effective response.
  3. Recognize the importance of national legislation for coordinating emergency response actors.
  4. Reflect on the value of self-assessment to strengthen the legal framework.

Module 3. Components of Coordinated Emergency or Natural Disaster Response Management

In this module, you will:

  1. Understand the roles and relationships of all supply chain actors at national, regional, and international levels during disaster or health emergency responses.
  2. Learn about the leadership of customs administration and its coordination with other agencies and government entities in collaboration with the humanitarian community.
  3. Recognize the importance of prioritizing critical goods during emergencies and ensuring a swift return to normal goods flow management.

Module 4. Communication, Information and Transparency in the Context of an Emergency or Natural Disaster

In this module, you will:

  1. Identify the need to improve communication and information flow before, during, and after emergencies.
  2. Understand the role of digitalization and automation in enhancing supply chain efficiency.
  3. Learn about the importance of pre- and post-emergency evaluations for continuous improvement of response mechanisms and procedures.
