Public-Private Partnerships and Concessions: Design, Implementation and Challenges (ES)

ABOUT THIS COURSE: 

The course’s aim is to strengthen the knowledge of the participants regarding Public Private Partnerships (PPPs): particularly, their design, structuring and their implementation. Eduardo Engel will base his class on the book “The Economics of Public-Private Partnerships: A Basic Guide” (Cambridge University Press, 2014), written by Eduardo Engel, Ronald Fischer and Alexander Galetovic. Each student will receive a copy of this book and other relevant publications at the beginning of the course along with presentations by the speaker, video material related to these topics, and participative activities. Presentations by the IADB staff related to the use of PPPs in Caribbean countries will also play an important role. At the end of the course, students with attendance rates of at least 80% attendance of the 2.5 days program (20 hours) will be awarded a diploma issued jointly by the Faculty of Economics and Business of the Universidad de Chile, the Inter-American Institute for Economic and Social Development, and the Inter-American Development Bank.

This course addresses the following topics: i) Problems in the provision of services and public infrastructure; ii) Critical review of favorable arguments of PPPs and concessions; iii) Experiences by countries with PPPs and concessions; iv) Risk allocation and private participation in infrastructure and provision of services; v) Contract design and bidding; vi) Financing; vii) When and how to execute PPPs or concession; and viii) Criteria for evaluating public service and PPP.

PARTICIPANT REQUIREMENTS: 
This course is addressed to IDB specialist, public and private employees working on projects linked to responsibilities in the design and implementation of infrastructure policies, whether in financial institutions such as investment units, planning, PPPs, or in institutions, such as related ministries, regional secretariats, etc.
COST & REIMBURSEMENTS: 
$ 1500 registration fee. In case of being selected, IDB will provide a scholarship that covers the participant's registration fee. Per diem, Hotel, transportation will be at the expenses of the participant
